CENTRAL CITIZEN WATER COMMISSION SEEKS TO INCLUDE WATER COMMISSIONERS IN STATE AGENCIES

The Central Citizen Water Commission continues collecting signatures to promote the inclusion of citizen representatives in state agencies responsible for drinking water services in Baja California.

Mario Zepeda Jacobo, coordinator of the Central Citizen Water Commission of the BC Citizen Council, reported that they are working toward the creation of a Water Commissioner.

“We are currently in this stage of collecting signatures; we just started right now after a forum we held at the UABC where we invited the participants we were missing to contribute their knowledge and experiences,” he explained.

They intend to present the initiative to reestablish the position, which was eliminated—he explained—during the administration headed by Jaime Bonilla Valdéz.

“The signatures are required to reintroduce the citizen initiative in this legislative session. We already did so in the previous legislative session, but the issue was stuck on hold. We are resuming it to reintroduce the citizen initiative to Congress,” Zepeda Jacobo said.

In an interview with Tijuanapress.com, the activist commented that they hope to complete this signature collection by the end of April or early May of 2025.

“The minimum required is 500 signatures ( ). We're going to try to reach 5,000,” he said about the signatures they will send to the Baja California State Congress.

The coordinator explains that “with the minimum required per municipality, we can present it to Congress regardless of whether we continue seeking support.”

The signatures support the following text:

“We want a definitive solution to the water supply in Baja California. It is a human right that the state governments and the involved state agencies have failed to address for several decades. Therefore, we support the citizen initiative to amend the law on the state public service commissions of the state of Baja California, the law on parastatal entities of the state of Baja California, and any applicable laws to include citizen representatives from various social sectors, especially a citizen commissioner to represent citizens on the boards of directors of the state public service commissions and the State Water Commission.”

“We invite you to help us, to participate, to support us with your signature so we can get citizens to take action directly in the administration and governance of water,” Zepeda concludes.

According to the coordinator, what they are seeking is “real citizen representation through the figure of a citizen commissioner,” similar to that found in commercial corporations, where “a commissioner is an external expert who audits companies and provides a report to shareholders on the company's current situation.”
